Speech by General Chang on the Hankow Incident.

The Spacess of Revolution Depends on the Realisation

of the following three Conditions.

Á letter from our correspondent at Wuchang and

Hankow states as follows:-

"General Chang, after his arrival at Henkow,

was warmly welcomed at uchang on the 12th when he made the following speech:-

In future we shall deal in the same way

with any country which helps British Britain, no

matter how great a sacrifice is involved. We shall

not return the British Concession that has been

resumed. We now see from the present circumstances

how easy it is to overthrow the Imperialists.

He also delivered a speech to a conference of welcome

at Hankow:

The recent resumption of the British Concession

was a righteous and drastic action which commands

the greatest admiration. In order to over throw

the Imperialists, all merchants should unite with

the peasants and workmen, and take part in the

Revolution. The foreigners are not all Imperialists

and we should not treat them all as our enemies.

If we wish to succeed in the National Revolution,

we should follow the proper way. The success of

the Nationalist Government in her diplomatic

policies
